No, it's not. It's a bonus cosmetic item that just happens to be offered with that particular plex package and furthermore if you're not the kind of customer who buys bulk plex for cash then you're not the target audience of this scheme.
So in other words if you're not prepared to pay the cash or contract for isk then you have nothing to worry about.
This isn't p2w. Noones feelings should be getting hurt. Worst case scenario someone buys 28plex valued at 28bil and then gets a skin they peddle for 28bil to double their money.
As above if you aren't interested in the wager then you have really got very little ground for complaint. This isn't golden ammo, it's a functionally worthless cosmetic just like you monocle. ;-)

If SKINs are so expensive why aren't you farming them?
CCP don't have to justify what the market sells SKINs for. Where did you arrive at the conclusion that you were entitled to an explanation for something they don't directly supply?

Oh and I should mention that reverse-redeeming plex to buy aurum is a thing and that you can buy plex via isk so technically farming skins is a feasible thing no?

I know a couple of gentlemen inside PL with 250bil+ each and multiple super/titan toons.
These people can surely afford the SKINs you mention, however if they're not actively flying them or even buying them what does that tell you?
